Is there any way to create a TOC/bookmark panel outside of the flip book to allow navigation throughout the document?

Yep! You can add links anywhere you like and then link to specific pages by just appending #page=XX to the url, like this: https://flowpaper.com/zine/flippingbook_catalog.php#page=10
